After heavy rain around 4:30 a.m., the rain has moved out as of 11:40 a.m., leaving roads wet but largely clear. There are no reported traffic issues or accidents at this time, and traffic volume remains light. While plants and vegetation are frozen from earlier icy conditions, streets are passable and interstates remain unaffected.
