Police respond to possible shooter near Capitol Hill

Breaking News: A shelter in-place has been issued around Capitol Hill in Washington D.C. where police responded to calls of a possible active shooter. Since then, D.C. Fire and EMS are now saying they believe it is a mental health situation with an individual instead, and no shots were fired.
