Tina Rice died Saturday early morning when her car was struck on Interstate 285 near the Indian Creek MARTA Station exit in DeKalb County. Police said all four lanes of the interstate were closed because of a wreck.

The 47-year-old Austell woman was at a complete stop when police said 32-year-old Mohamed Seman crashed into her. Her mother said she hopes the driver will be charged with Tina's death.

"She wasn't doing anything wrong. She was just sitting in traffic and lost her life. We want just. He should have to pay for what he did. I can't replace her. I can't replace my baby," Quendolyn Rice said.

DeKalb County Police said the fatal crash is still under investigation and charges have not yet been filed. But the incident report cites three contributing factors: following to close, driving faster than conditions allow and distracted driving, although it's not clear what the distraction was.

"This could've been avoided. The traffic was at a full stop. I don't understand how he couldn't see that. People have to pay attention to their surroundings or this is what can happen. My frustration is that I had to tell my four year old that his grandma is not coming back. That he never get to play with hide and seek with her ever again,” daughter Carnecia Ponder said.

DeKalb Police said Seman could face Vehicular Homicide and Reckless Conduct charges.
