The backstory:
Richardson no longer lives in District 2 after Cobb County dropped its fight against the state over a redrawn district map. Any commissioner in the county is required to live in the district which they represent.
In this case, Richardson would have remained in District 2 if the county map had been used. However, under the state-drawn map, she was left in District 3, which is represented by JoAnn Birrell.

What's next:
Voters will elect a new commissioner in April.
