Mom charged in toddler daughter's death makes first appearance

A Gwinnett County mother who investigators said starved her toddler daughter to death made her first appearance in court Friday.

Devin Moon, 29, who is charged with child cruelty and felony murder, was denied bond.

Tuesday afternoon, Gwinnett County Police officers said they found Moon’s daughter, 2-year-old Reygan Moon, dead at their apartment in the 4300 block of Paxton Lane near Lilburn after receiving a 911 call. Officers said the little girl was "unresponsive and cold to touch."

Moon told investigators her daughter was born with medical issues which prevented her from gaining weight and she wasn't immediately charged in the case. An autopsy later revealed Reygan's cause of death was neglect from malnutrition. Her weight at the time she died was just 14 pounds. 

While investigating, police learned Moon was accused of leaving her daughter home alone most nights while she went to work and she'd previously been reported to DFCS by her own family. She cut off contact with her family members as a result, according to police. Moon's family hadn't seen Reygan in about a year.

Moon remained at the Gwinnett County Detention Center Friday evening.
