Fulton sheriff: County putting 'band aid' on jail

The Fulton County sheriff says the current situation at the Rice Street jail is beyond an emergency situation. Sheriff Patrick Labat says he has been sounding the alarm since he took office nearly 5 years ago that more staff and resources are needed to keep the jail safe.
