Tavarez was identified by police as the alleged gunman in the June 1 murder of Travis Ridley. The murder happened on the third floor of the Avana Uptown apartment complex on Clairmont Road.
Police said responding officers found Ridley suffering from more than one gunshot wound. He was taken to Grady Memorial Hospital, where he was pronounced dead.
Tavarez is being held at the DeKalb County Detention Center, and detectives are continuing their investigation into the shooting, according to police.
According to police, neither the victim nor shooter lived in complex leading them to believe the shooting may have been the result of a drug deal gone bad.

A resident said he heard the gunfire outside his apartment door.
"The only thing you heard was six to eight shots let off, ‘pop, pop, pop, pop, pop, pop,’" said the resident.
The resident said a couple minutes after the gunfire, he heard the voice of a very distraught woman.
"Two minutes later you just hear crying, you just hear crying, ‘my boyfriend, my boyfriend, my boyfriend,’" he said.
Police said a gun was found at the scene, and believe it belonged to Ridley. Detectives said Tavarez may have fired his weapon after the victim pulled out his own gun.
