CEO Lorraine Cochran-Johnson issued the order as road crews mobilized 2,500 tons of salt and 10,000 tons of sand to treat critical infrastructure, including hospitals and bridges. While traffic peaked around 6:00 PM with locals grabbing groceries, the streets are now emptying as people "hunker down" for a storm spanning the entire East Coast.
