Georgia budgets $325M DREAMS need-based scholarship

During his State of the State of Georgia address, Gov. Brian Kemp announced a budget proposal that will allot 325 million dollars to the new University System of Georgia's DREAMS scholarship, the first need-based scholarship of its kind in Georgia.
