APD says car break-ins are still an issue despite campaign

There is a problem with a major anti-crime initiative used by the Atlanta Police Department. Chief Darin Schierbaum admits the Clean Car Campaign is not as effective as he would like it to be. Turns out many thieves will smash a car window even if no valuables are in sight.
