Ruling on ballot rules could create chaos

Georgia election officials warned the Supreme Court that new federal mail ballot rules will create massive chaos if enforced for the November general election. Georgia Secretary of State Brad Raffensperger joined bipartisan officials nationwide in arguing there is no time to test or implement the changes.
