Foster Mother Charged with Child's Murder Granted $100K Bond
HENRY COUNTY, Ga. - A Henry County woman charged with the murder of her foster child was granted a $100,000 bond on Tuesday.
Jennifer Rosenbaum, 27, and her husband, 26-year-old Joseph Rosenbaum, were arrested in connection with the death of their 2-year-old foster child, Laila Marie Daniel. Police said Mrs. Rosenbaum struck the child in the abdomen with such force that she suffered internal injuries, contributing to her death.
Jennifer Rosenbaum, a county commissioner candidate, was charged with murder, aggravated assault and first and second degree child cruelty. Her husband was charged with child cruelty.
On November 17, Jennifer Rosenbaum's birthday, the foster mother called 911 to report her child was choking on some chicken. She attempted to do the Heimlich maneuver and CPR, according to the 911 recording obtained by FOX 5.
A transcript of parts of the 13-minute recording is as follows:
Caller: "I have a toddler-- a foster daughter-- She's choking and I tried to do the Heimlich on her..."
Operator: "She is breathing now?"
Caller: "She is breathing. I'm trying to do CPR. I'm hoping I didn't break a rib. I've been pushing hard. I don't know how to do this..."
Rosenbaum said the child eventually stopped breathing. The child was rushed to Piedmont Henry Hospital and declared dead in the emergency room.
Police have been investigating the child's death since. Jennifer Rosenbaum is also accused of causing severe bruising to the child's back, face, abdomen, legs, and backs of the child's legs and arms. Police say Jennifer Rosenbaum inflicted the injuries on Laila between July and November of this year.
Arrest warrants also detail the abuse Laila and her 4-year-old sister allegedly suffered at the hands of Rosenbaum's husband, who waived his preliminary hearing and was granted a $10,000 bond.
Laila's birth mother could not meet with FOX 5, but communicated she is grateful for justice in her daughter's case.
On Jennifer Rosenbaum's Facebook candidate page for Henry County County Commissioner District 1, now deleted, the Armed Forces veteran said she is a native of Henry County and active in community causes and events.
