The Atlanta City Council is playing catch up. Members are weighing rules for operating scooters available all over town in what might be called a rideshare phenomenon.

The city's planning department outlined regulations covering both the riders and the companies that operate the popular mode of transportation.

The rules are aimed at addressing widespread complaints. Among them, some of the riders are going too fast.  Under the proposal, speed on the vehicles would be capped at 15 miles per hour.

Here are some of the other regulations. No riding on city sidewalks. The vehicles cannot be parked in the middle of a sidewalk. And the rider is not supposed to leave a scooter laying on the ground.

You would be able to ride a scooter where vehicles can go on city streets. Also bike paths as well as the beltline, but users will have to yield to pedestrians.

The public safety panel took the amendments made to the original legislation. A vote on the rules comes later.
