Ex-jailer charged with sexual assault of three inmates

- A former jailer with the Douglas County Sheriff’s Office has been arrested for the alleged sexual assault of three inmates.

Carmel Biggers Jr., 39, is charged with three felony counts of sexual assault by a law enforcement officer on a person in custody. Deputies say more charges may be forthcoming.

In a news release, Deputies said Biggers was arrested on Monday after an investigation by the sheriff’s office identified three victims, who were all inmates at the Douglas County Jail at the same time Biggers was employed there. The names of the victims are not being released.

Douglas County Sheriff Tim Pounds said there is video evidence of the encounters. The sheriff said one of the victims reported the crime after being released, but the two others were reluctant to speak.

“We don't tolerate that kind of behavior. You can't be associated with the sheriff's office and doing stuff like that. We going to handle it accordingly and that's exactly what I've done,” said Sheriff Pounds. “We got a very extensive background program in order, so we don't get back employees, but this particular one got through.”

Based on his arrest, Biggers’ employment with Douglas County Sheriff’s Office was terminated immediately, the statement said.

Biggers was employed as a jailer with the sheriff’s office since December 2016.

He has appeared in court for these charges and remains in police custody. His bond is set at $75,000.
