The identity of the deceased has not yet been released.

Police say the man tried to roll under a stopped train, but was hit once it started moving again.

"It was terrifying," said Gregory Hood, a witness to the incident. "Just to hear his cries from across the street were so loud, and the impact of his cries, you could actually feel it. So you knew that it was devastating."

The incident occurred near train tracks close to Lee Street SW and W Whitehall Street SW, according to officials. Authorities say they received a call about the incident around 5:45 p.m.

Police say the Accident Investigation Unit is on their way to begin looking into why the incident occurred. All trains have been stopped.

"The look on his face you knew it was really really bad," said Hood, who rushed over to help.

Authorities say it was a Southern Norfolk train, and that it was stopped before starting to move south bound. The man tried to get to the other side of the tracks by rolling underneath, according to police.
